Forestry MIS
Vision
A complete system for Sikkim Forest department, where information on each & every aspect will be maintained.
Deliverables/ Functional Specification
This system is required to maintain information about all the employees which includes personal information, technical skills, postings & experience, photographs, performance & awards.

It will also maintain forestry information in terms of districts, divisions & circles. Forestry is divided mainly in 2 circles: Territorial & Wild Life.

Every district has 2 DFOs (District Forest Officer) and every district has got some ranges & blocks to be administered by RO (Range Officer) & BO (Block Officer) consequently. Range officers & block officers are again different for territorial & wild life domain. Information flow should start from very lower level from Panchayat Ward. Some Panchayat ward together form Gram Panchayat and then it reports at division level or some Panchayat wards from different Gram Panchayats form a block and report at division level. Division level is usually district level.

There are mainly 2 types of joint committees at village level with forest department i.e. JFMC (Joint Forest Management Committee) & EDC (Eco Development Committee). Every committee has some duties, responsibilities, powers & benefits. Moreover every committee has executive body as well as members. This system should be capable enough to maintain all this information about it.

All activities like plantation, awareness, soil conservation, forest protection etc. should be recorded and reported from very lower level to the higher level. New activities may also be added time to time so provision for the same should be there. Officers at every level should be able to submit reports (like protection report / revenue report) on this portal so that analysis & decision can be made by higher authorities. Moreover every RO / BO /DFO has some targets and system should be helpful enough to track progress based on targets assigned. It should also maintain information about Performance / Awards for each RO / BO & DFO.

It should also have formats of all forestry forms that is required time to time by citizens. Some examples are Marking order form, Transit permit form, Trade license form etc. People should be able to apply online as well. List & details of all notifications should be available moreover all acts & rules should be listed and should have search capabilities with keywords.

System should also maintain information about animals / species / count of animals / land and profile of each and every Block / Range and District. It should be helpful in maintaining information about all marking orders because according to rules Forest Department needs to maintain information about each and every tree so that samplings can be planted. It should also keep track on Forest fires based on parameters like extent of fire, amount of damage, monetary value of damage. It will also maintain information about plantation schemes based on physical & financial achievement. Information about illegal activities like falling of trees transportation will also be recorded in this.

Sikkim has more than 50 nurseries and this system will maintain information of plants (species wise) and monthly status report of these nurseries should be generated. Each nursery is part of some division and species wise stock of saplings and issuance of saplings to people / RO & BO should also be taken care.
